Definition of COOP

The Federal Emergency Management Agency (FEMA) defines Continuity of Operations as “an effort…to ensure that Primary Mission Essential Functions (PMEFs) continue to be performed during a wide range of emergencies, including localized acts of nature, accidents and technological or attack-related emergencies.”

Purpose of COOP

The Continuity of Operations Plan (COOP) assures that agencies remain capable of continuing minimum essential functions across a wide range of potential emergencies.
